Regulations for the Importation of Pet Food to Malaysia

These requirements are based on information provided by the Malaysian Department of Veterinary
Services (DVS), Ministry of Agriculture in August 2014 and are intended solely for the export of pet food
manufactured in the United States to Malaysia for the purpose of animal feed.
REGULATIONS FOR IMPORTATION
1. Import Permit
Each consignment of pet food shall be accompanied by a valid import permit issued by the
Malaysian Quarantine and Inspection Services (MAQIS) permitting the importation of such
products into Malaysia.
2. Veterinary Certification
Each consignment of pet food shall be accompanied by a veterinary certificate written in English,
dated within 14 days of export, and signed and endorsed by the United States Department of
Agriculture (USDA) giving details of the consignment (such as name and address of consignor,
consignee and manufacturing facility, and quantity, type and origin of raw material and product).
The following certification statements should be provided in the “Additional Declarations”
section of the Export Certificate for Animal Products (VS Form 16-4) and continuation page for
this form (VS Form 16-4A) as needed. A notarized affidavit from the manufacturer is required to
support these statements on the export health certificate issued by APHIS Veterinary Services
(VS). For assistance in preparing a proper notarized affidavit or obtaining an export health
certificate for pet food to Malaysia, please contact your local VS Service Center.
This is to certify that rinderpest, foot-and-mouth disease, classical swine fever, swine vesicular
disease, African swine fever, and contagious bovine pleuropneumonia do not exist in the United
States of America.
This office has on file a notarized affidavit from [name of manufacturer] verifying the accuracy of
the statements below.
1. The pet food has been manufactured entirely in the United States in a manufacturing facility
monitored by the United States Department of Agriculture.
2. The pet food is derived from fish, poultry, bovine (including buffalo), caprine, ovine, porcine,
and/or cervid animals which (other than dairy, egg, and fish-origin ingredients) passed ante-
mortem inspection for slaughter for human consumption.
3. Any ruminant-origin ingredients (other than dairy-origin ingredients and tallow containing a
maximum level of insoluble impurities of 0.15%) used in the manufacture of pet food were
sourced from the United States, Australia, and/or New Zealand.
4. There has been no outbreak of foot and mouth disease (FMD) and highly pathogenic avian
influenza (HPAI) within a 10km radius of the manufacturing facility.
5. The pet food has been manufactured according to standard processing technique and has been
subjected to heat treatment to reach an internal core temperature of at least 70°C for a period
of not less than 30 minutes or to any equivalent treatment which has been demonstrated to
inactivate virus and bacteria.
6. Necessary precautions were taken to prevent contamination after the pet food is treated and
processed.

7. The pet food was packaged and sealed directly into new, clean containers or packages at the
manufacturing plant.
8. The product is free for sale in the United States and fit for animal consumption.

mportant Note: In order for a facility to be considered “monitored by the United States
Department of Agriculture,” this facility must have a current inspection by APHIS VS.
3. Labeling Requirement
The list of raw materials or ingredients and the nutritional data should be clearly recorded on the
packing or bag and labeled as pet food.
When the feed contains pork, pork derivatives or lard, the pet food shall be clearly labeled as:
“CONTAINS [state pork, pork derivatives, or lard as applicable]”
The product package must also be clearly labeled with the following information:
a. Name and address of the manufacturer
b. Date of manufacture and expiration date
c. Batch/lot number
d. Directions for use for the intended animal species
e. List of ingredients
f. Nutritional data
Please Note: Malaysia reserves the right to change their import requirements at any time, including
suspension of importation of product from any country in the event of a disease outbreak or suspected
disease outbreak.
